What it means

The component store cannot install this package until the servicing stack itself is newer, so the update stops before it starts.

Common causes

• A long-delayed servicing stack update
• An offline image that was never updated
• A component store that has been repaired with an older source

How to fix it

1. Install the latest servicing stack update from the Microsoft Update Catalog, then restart before retrying.
2. Open Terminal (Admin) and run sfc /scannow, then DISM /Online /Cleanup-Image /RestoreHealth. Restart afterwards.
3. If it still fails, run DISM /Online /Cleanup-Image /StartComponentCleanup and retry the update.
