What it means

The upgrade could not download its files, usually because a DNS filter or VPN blocks Microsoft's servers.

Common causes

• Pi-hole, AdGuard or a hosts file blocking Microsoft domains
• VPN

How to fix it

1. Pause DNS blocking and VPNs, then retry.
2. Check C:\Windows\System32\drivers\etc\hosts for entries that block Microsoft.
