What it means
Outlook could not open a connection to the mail server, so sending and receiving stopped.
Common causes

- A VPN, firewall or antivirus blocking the port
- The mail provider changed its settings
How to fix it
- Check the account settings against the provider's current IMAP/POP and SMTP page.
- Turn off the VPN and test; allow Outlook through the firewall.
- Disable the antivirus email scanner for a test.
- Repair the Office installation if the settings are correct.
