What it means
Steam could not write the game's files to the drive.
Common causes
- Antivirus blocking Steam
- Read-only or failing drive
- Damaged files in the download folder
How to fix it
- Restart Steam as administrator once.
- Steam > Settings > Downloads > Clear download cache.
- Repair the library folder (Settings > Storage > ... > Repair Folder).
- Check the drive in CrystalDiskInfo.
