Fix Steam Games Stuck on Downloading at 0 Bytes

Steam downloads remain at zero bytes or repeatedly stop progressing. Check disk activity, clear the download cache, and change download settings safely.

by@guidox updated:10/30/26 time:10 min level:Beginner works on:Windows 10, Windows 11 tools:Steam
TL;DR

Confirm that Steam is not unpacking game files, then restart the download and clear its download cache. Check download restrictions and available disk space before changing regions.

Before you start

Requirements

  • Steam installed and signed in
  • An active internet connection
  • Enough free storage for the download
Step by step

Instructions

01

Check whether Steam is writing to disk

Open Steam > Downloads and inspect the network and disk activity graphs. A zero network rate with continuing disk activity can mean Steam is unpacking or patching files rather than downloading. Wait for disk activity to finish before assuming the download has stalled.

02

Pause the affected download

Open Steam > Downloads and click Pause beside the affected game. Wait until Steam reports that the download is paused. This stops the current transfer before restarting it.

03

Resume the download

Click Resume in Steam > Downloads. Watch the network and disk graphs for a few minutes to see whether progress returns. If both remain inactive, continue with the cache and download settings.

04

Clear the Steam download cache

Open Steam > Settings > Downloads. Select Clear Download Cache and confirm the action. Steam may restart and require you to sign in again, but installed games should remain in place.

05

Check download restrictions

Open Steam > Settings > Downloads and inspect the download limit and scheduling options. Disable an unintended bandwidth limit and remove any schedule that prevents downloads at the current time. Return to Downloads and retry the transfer.

06

Change the download region

Open Steam > Settings > Downloads > Download Region. Select another geographically nearby region and allow Steam to apply the change. Retry the download to determine whether the original content server was the problem.

07

Check available storage

Open Steam > Settings > Storage and select the drive containing the game library. Check its available capacity because updates can require temporary space for patching. Free space through normal Windows storage management if the drive is nearly full.

08

Verify download progress

Return to Steam > Downloads and resume the affected game. Confirm that downloaded bytes increase or that disk activity progresses toward completion. Once the download finishes, launch the game to verify that its files are usable.

Troubleshooting

Common issues

Steam download speed drops to zero during updates.

Check the disk graph before changing network settings. Large updates can spend significant time unpacking files.

Steam reports "Not enough free disk space."

Check the selected library drive under Steam > Settings > Storage. Free additional space or move the installation to another drive with sufficient capacity.

Steam still downloads nothing after clearing the cache.

Check whether other internet applications work, disable unintended Steam download restrictions, and try another nearby download region.

FAQ

Frequently asked

Does clearing the download cache delete installed games?

No. The cache-clearing function is intended to reset download-related cached data, not remove installed games.

Should I reinstall Steam immediately?

No. First check storage, server region, cache, and connectivity to avoid unnecessary changes.

How to undo this

Restore the original Download Region, bandwidth limit, and scheduling preferences under Steam > Settings > Downloads. Clearing the download cache itself does not have an undo operation.
