Compare browser and local player
Play the same file in a desktop player. Smooth playback there and stutter in the browser narrows the cause to the browser's decoder or its compositing.
A browser that drops frames on a 1080p video while the machine is idle is decoding in software. Two settings and one driver check usually decide it.
Turn **hardware acceleration** back on, update the graphics driver, and check the codec with a known-good test video. A machine that plays the same file in a local player but not in the browser is a browser problem.

The setting lives in the browser's system page. With it off, the processor decodes every frame, which shows up as high CPU and dropped frames on a laptop.

The media internals page shows the decoder in use and the dropped frame count. Software decoding with a growing drop count confirms the diagnosis.

Hardware decoding depends on the driver's codec support. A driver older than a year often lacks the current codec profile, and the browser falls back to software.
A second browser decides between a site problem and a machine problem. Both stuttering points at the driver or the power plan.
A power-saving plan limits the graphics clock and pushes decoding back to software. Test on the balanced plan before blaming the browser.
powercfg /list
The site uses a codec or a player the browser cannot accelerate. Report it or use the site's own app.
A saturated processor. Close background work and check the power plan.
The compositor path. Test with the panel connected directly to the GPU.
The GPU process crashed. Update the driver and check for a failing card.
Slightly for codec support, not for the underlying driver.
Only with hardware decoding. Software 4K needs a fast processor.
Set the browser's hardware acceleration toggle back to its previous state and restore the power plan. Nothing is installed or removed.
