Use Voice Access to Control Windows Without a Keyboard

TL;DR

Enable **Voice access** in Settings > Accessibility > Speech, then say **start voice access**. Use **show numbers** to click anything by its label.

Before you start

Requirements

  • Windows 11 22H2 or newer
  • A microphone
  • 10 minutes
Step by step

Instructions

01

Check availability and the microphone

Voice access is a Windows 11 feature and is separate from voice typing, which only dictates text. The microphone must be a working input device.

Get-CimInstance Win32_SoundDevice | Select-Object Name,Status
Get-PnpDevice -Class AudioEndpoint | Select-Object FriendlyName,Status
Get-ItemProperty 'HKCU:\Software\Microsoft\Speech_OneCore\Settings\VoiceAccess' -ErrorAction SilentlyContinue | Select-Object * -ExcludeProperty PS*
02

Enable it

The settings page turns on the feature and offers the first-run tutorial. After that, **Win+H** opens voice typing and voice access has its own bar.

Start-Process ms-settings:speech
# Accessibility > Speech > Voice access > On
Get-ItemProperty 'HKCU:\Software\Microsoft\Speech_OneCore\Settings\VoiceAccess' -ErrorAction SilentlyContinue | Select-Object Enabled
Get-Process VoiceAccess -ErrorAction SilentlyContinue | Select-Object Name,Id
03

Start it by voice and use the number overlay

**Voice access wake up** turns listening on. **Show numbers** labels every clickable element with a number, which works even in apps that ignore keyboard focus.

# say: voice access wake up
# say: show numbers
# say: click 12
Get-Process VoiceAccess -ErrorAction SilentlyContinue | Select-Object Name,Id,StartTime
Get-ItemProperty 'HKLM:\SOFTWARE\Microsoft\Speech_OneCore\Settings\VoiceAccess' -ErrorAction SilentlyContinue | Select-Object * -ExcludeProperty PS*
04

Download the offline speech model

Voice access works offline with an installed speech pack. Downloading it avoids the network dependency and improves accuracy on a slow connection.

Start-Process ms-settings:regionlanguage-languageoptions
Get-WindowsCapability -Online | Where-Object Name -like 'Language.Speech*' | Select-Object Name,State
Add-WindowsCapability -Online -Name 'Language.Speech~~~en-US~0.0.1.0'
05

Set the bar and the startup behaviour

The bar can start with Windows for a user who cannot use a keyboard. That setting is what makes the feature usable as the only input method.

Get-ItemProperty 'HKCU:\Software\Microsoft\Speech_OneCore\Settings\VoiceAccess' -ErrorAction SilentlyContinue | Select-Object RunOnStartup,ShowOnStartup
Get-Item 'HKCU:\Software\Microsoft\Windows\CurrentVersion\Run' -ErrorAction SilentlyContinue | Select-Object -ExpandProperty Property
Start-Process shell:startup
06

Verify the core commands

Clicking, scrolling, dictating and switching apps are the four actions that must work. Test each one once, in that order.

# say: click start
# say: scroll down
# say: switch to notepad
# say: type hello
Get-Process VoiceAccess,Notepad -ErrorAction SilentlyContinue | Select-Object Name,Id
Troubleshooting

Common issues

The feature is missing

Windows 11 21H2 lacks it, and some managed devices disable it by policy. Check the Windows version and the accessibility policy keys.

It hears but does nothing

The command needs a focus window. Click into an app by voice first, or use show numbers.

Accuracy is poor

Use a close microphone, add the speech pack for your language and reduce background noise. Accuracy improves as the model adapts.

It stops listening after a while

The microphone is muted or another app took exclusive access. Check the input device in Settings > System > Sound.

FAQ

Frequently asked

Does it send audio to Microsoft?

With the online model, speech is processed in the cloud. The offline pack keeps recognition on the device.

Is it the same as voice typing?

No. Voice typing dictates text; voice access controls the whole desktop, including clicks and navigation.

Can it replace a mouse entirely?

For most tasks yes, with show numbers. Precision work such as image editing remains faster with a pointing device.

How to undo this

Turn voice access off in Settings > Accessibility > Speech, and remove it from startup if you added it there.
